Overland Park council votes to exceed revenue-neutral rate, adopts 2026 budget

The Overland Park City Council voted 12–1 on Sept. 8 to adopt a resolution approving exceeding the state revenue-neutral rate and then approved the citys 2026 operating budget, the 2026 strategic goals, the 20262030 capital improvement program (CIP) and the 20262030 maintenance program.
City Manager Laurie Curtis Luther presented the budget and five-year plan before two public hearings, describing the recommended 2026 general fund operating budget of about $184 million and total all-funds spending of about $498.6 million. Luther said the spending plan aligns with the councils strategic goals and the citys long-term capital needs and noted Overland Parks AAA bond rating and Government Finance Officers Association awards as evidence of financial strength.
