Edmond City Council approved the site plan for the Whole Foods Market development at Legacy at Covell and granted a variance to the city’s driveway separation standard.
Planning staff described a roughly seven-acre site northeast across Conference Drive from the Hilton Garden Inn and Conference Center with three attached buildings planned (about 10,000 sq ft, 12,400 sq ft and 35,500 sq ft). The applicant requested a variance to reduce the required 150‑foot driveway separation on Conference Drive so truck access for the larger tenant could align with an adjacent driveway; staff recommended approval and the Planning Commission voted 4–0 in favor.
Stephen Cooksey, representing the applicant, told the council the variance is needed for truck access alignment and said the design team is working on tenant leasing for the remaining buildings. The council asked a few questions about the other buildings; the applicant said tenants were being pursued but details were not yet finalized.
After motions, the council voted 5-0 to approve the site plan including the driveway separation variance.
