City Council approved updates recommended by the Airport Advisory Board to the airport’s minimum standards, rules and regulations and its tie‑down, hangar and land lease templates.
Staff said the minimum standards and rules and regulations define safety, fairness and operational expectations for airport users, and give staff and the advisory board tools to address non‑compliant uses. “This is your safety and legal compliance. The fairness across how the airport operates protects the public investment,” staff told council.
The council packet included revised lease language that staff said is intended to encourage private investment in airport hangars. The land lease template approved by council provides a 20‑year initial term with two 10‑year renewal options. Staff and the airport contractor (Wolpert) said that term length matches market practice and helps lessees recover investment in hangar construction.
Council members also noted a practical reason for the update: state grant and inspection requirements. Staff said failing to meet current standards could jeopardize state funding that supports airport operations and capital projects.
Council approved the package as presented and made it effective immediately. Staff said the documents will help the airport board and staff manage growth and maintain eligibility for grant funding.
