NORFOLK, Neb. — Norfolk Public Schools’ board on Sept. 8 considered but did not approve a request to suspend board policy 5007 to allow a late-arriving foreign exchange student to enroll.
A host parent, Erin, told the board the student had arrived in the United States after a prolonged application process and had paid the exchange program about $27,000. She said the student, who is 18 and had completed a year 13 program in his home country, arrived suddenly and would like to attend Norfolk High School. “We want to give him the best American experience that he deserves,” Erin said.
The board debated whether to make a one-time exception. Supporters argued the student faced extenuating circumstances: the placement arrived quickly and the student’s family had already paid a substantial sum. One board member said such students often enrich the school community and described common overseas program timing that can result in late arrivals.
Opponents warned that granting the exception could create an expectation that the board would waive deadlines for other late enrollees and area option students. Board members noted prior instances of declining late requests and said changes should be made through the policy committee rather than by ad hoc exceptions. Superintendent Bill McAllister advised that administrators follow existing policy and that policy changes, if needed, should be handled by the board’s policy process.
After discussion, a motion to suspend policy 5007 under the board’s suspension procedure (policy 83-20) failed on a 3–3 vote. The motion was made by a board member identified in the meeting as "Steve" and seconded by a board member identified as "Cindy." The board recorded no formal majority in favor; the transcript lists board members voting no as Brenda Carhartt, Patty Goebbels and Tom Stanton. The motion failed, and the student’s admission was not approved at the meeting.
Board members suggested referring the issue to the policy committee for review of the late-enrollment language and potential adjustment to address similar situations in future years. One board member suggested adjusting the deadline to Sept. 1 to better accommodate exchange-program timing.
