Policy board approves $90,000 in HOME funds for Lifeline Connections TBRA program

The Clark County Urban County Policy Board unanimously approved a $90,000 allocation from HOME program income to Lifeline Connections to sustain tenant-based rental assistance through the end of the current contract period, staff said.
The Lifeline Connections award covers a contract that runs January–December 2025. Rebecca Royce, Clark County staff, told the board that Lifeline’s original HOME award for rent assistance was $87,816 and that other funding sources had ended, prompting the agency to move additional clients into the TBRA program. "They are asking for a formal request to the Urban County Policy Board for additional funding for their program year 2024 contract," Royce said.
Michael Torres, a county program manager, told the board the supplemental funding would cover roughly 10 households that would otherwise lose rental assistance before December. "It's approximately 10 households that if this funding were not approved, they would not be able to continue paying rents through December," he said.
County staff said the $90,000 would come from HOME program income collected through loan repayments; staff also noted there are no additional CDBG funds available to cover case management or administrative services. Royce said HOME typically allows roughly 30% of the HOME award to be used toward administration and case management but that those federal funds are generally not sufficient to fully cover the provider’s staffing costs. Lifeline has told staff it will secure other dollars for case management, and staff said Lifeline did not apply for the next round of HOME TBRA funds and therefore has no confirmed future HOME TBRA award.
Board member Jim Hodges moved to bring the request to a vote; the motion was seconded and carried unanimously. The board’s motion approved release of $90,000 in HOME program-income funds to Lifeline Connections to continue TBRA rent payments through the end of the contract period. Staff said they would notify Lifeline Connections immediately.
The award is intended to preserve current subsidy commitments; no new households will be enrolled under this supplemental payment, county staff said.
