Sparks council issues proclamations for Citizenship Day, Hispanic Heritage Month, FTD Awareness Month and 'Accentuate the Positive' day

At the Sept. 8 meeting the council proclaimed Sept. 17 as Citizenship Day, Sept. 15–Oct. 15 as Hispanic Heritage Month, declared FTD awareness month for September 2025 and proclaimed Sept. 15 as Accentuate the Positive day; community representatives spoke in support of the proclamations.
The Sparks City Council on Sept. 8 read and approved several community proclamations recognizing citizenship, Hispanic heritage, frontotemporal degeneration awareness, and a locally organized “Accentuate the Positive” day.
The council proclaimed Sept. 17, 2025, as Citizenship Day in Sparks and invited newly naturalized resident Jose Espana Jimenez to speak. Espana Jimenez told the council he became a U.S. citizen on Aug. 22, 2025, described the challenges his immigrant parents faced and said his goal is to promote unity and inclusion for residents working toward citizenship.
Councilmember Rodriguez read a proclamation designating Sept. 15 through Oct. 15 as Hispanic Heritage Month in Sparks. Jafet Sanchez, director of the Latino Research Center, said the center acts as a bridge between the university and community, highlighted a mural unveiling scheduled for Sept. 7 and mentioned a national conference taking place in October tied to Hispanic Heritage Month programming.
The council also proclaimed September 2025 as Frontotemporal Degeneration (FTD) Awareness Month. Scott Ochsvar, an ambassador for the Association for Frontotemporal Degeneration who identified himself as a volunteer and caregiver in Nevada, described his father’s experience with FTD and urged community awareness, peer support and use of the national organization’s helpline (AFTD.org) for caregivers seeking resources.
Separately, the council proclaimed Sept. 15, 2025, as “Accentuate the Positive” day to highlight community organizations, nonprofits and agencies doing positive work across the Truckee Meadows; Edward Espona, board president of Truckee Meadows Tomorrow, said the revived event will spotlight local efforts and encourage residents to share positive stories on social platforms.
The proclamations were ceremonial recognitions; no financial or regulatory actions were associated with the agenda items.
