Perkiomen Valley School District administrators presented updates to several policies driven by recent PSBA/PNN guidance and federal fiscal compliance requirements, and the committee approved administration's recommended language.
Mister Weaver summarized changes to Policy 626 and related administrative regulations. PSBA had recommended a single-audit threshold of $1,000,000 (up from $750,000 per program in earlier guidance) and broader references to "federal regulations" rather than EDGAR citations. The district's recommendation incorporated those updates, and administrators recommended increasing standard record retention from five years to seven years in light of the district's recent federal monitoring.
Weaver explained that the district had recently undergone federal monitoring and asked PSBA to reconsider a proposed three-year retention recommendation; PSBA agreed and the district retained a seven-year retention period. "We do not put [PSBA text] in lock, stock and barrel; we do the research and we reached back to PDE to make sure what the clarification was ... We brought up the federal monitoring, and they agreed that we should stay to 7 years," Weaver said.
The updates also included expanded language related to whistleblower protections; administrators said the whistleblower language had been added to the district website but not the employee handbook. Other cleanup items covered federal travel reimbursement rules and record‑keeping administrative regulations tied to federal grants.
Committee members had no substantive objections and accepted the administration's recommended revisions. The committee requested the district continue to coordinate with the MCIU and PDE as needed and to return any required documentation via established policy procedures.
Action: administration recommended adopting the updated PNN-driven language with the district's revisions (including a seven-year retention period); the committee accepted the recommendation and noted that associated administrative regulations had been updated.
