The Westminster mayor and common council introduced Annexation Resolution No. 25‑08 on Sept. 8 to begin annexation of property identified as 531 Old Westminster Pike, a parcel totaling approximately 1.47 acres composed of 10 condominium units.
City staff (presented by Mr. Whitworth and planning staff Mr. Dipo) said the petitioners — listed in the staff report as Knit (or Niche) Center Park Condominium Inc., House O’Gums LLC, Covington Properties LLC, Inspire Services LLC, Cantor and Landauer Properties LLC, ELV LLC, and Militello Health Properties LLC — seek annexation to obtain additional water and sewer allocation for new permitted uses, including a doctor’s office and an adult day‑care facility. Staff explained that under the City of Westminster water and sewer allocation policy, properties outside the city but inside the county service area that are eligible for annexation must annex into the city to be eligible for new allocation.
Staff said the parcel is now within Carroll County’s C‑2 (commercial medium intensity) zoning and that petitioners request that, upon annexation, the property be zoned B (business) in the city; staff said development standards are substantially similar between the two zones. Whitworth and Dipo reviewed tax account numbers and the parcel map during the report.
Councilmember Hoffman moved to introduce Annexation Resolution No. 25‑08; Councilmember Gilbert seconded. The council voted to introduce the resolution by voice vote; council members signified “aye” and the resolution was introduced. During discussion, a council member asked whether the proposed adult day care would be separate from another facility planned on Route 140; staff replied that both would be distinct facilities.
Introduction begins the formal annexation process and opens the administrative timeline for hearings and determinations required by state law and local ordinance. Staff recommended introduction to allow the annexation process to proceed.
