Burlington board approves ninth year of TAP vocational rehabilitation partnership

The Burlington Community School District board on Sept. 8 approved a contract amendment with Iowa Vocational Rehabilitation Services to continue participation in the district’s Transition and Post‑School (TAP) vocational program.
The TAP arrangement places a vocational rehabilitation counselor in the high school to help students with disabilities plan transitions to college, employment or supported living. The board heard that Burlington is in the program’s ninth year and was one of the first districts in Iowa to adopt TAP.
School staff said the counselor can assist a broad set of students — not only those with individualized education program (IEP) status but also students with 504 plans or other identified disabilities — and helps with tasks such as completing financial aid forms and coordinating post‑school plans.
Board members moved and seconded approval of the contract amendment; the motion carried unanimously on a voice vote with no opposing votes recorded and no abstentions announced at the time of the motion.
The board did not discuss dollar amounts or the contract term in detail during the public portion of the meeting. Staff described the program as a shared‑cost arrangement that provides “a vocational rehabilitation counselor of sorts in the high school” to support transition planning.
