Council approves TDOT contract to start federal funding process for Mac Hatcher trail gap

The Franklin City Council unanimously approved a contract with the Tennessee Department of Transportation (TDOT) to advance the Mac Hatcher Parkway multi-use trail gap between Hillsborough Road and Franklin Road into the federal funding and NEPA processes.
Paul, the presenting city staff member, told the council the agreement with TDOT is the initial step to secure federal funding and to proceed through NEPA and right-of-way clearances. Staff said the city currently shows 100% of the funding for this phase; the city expects to pursue TAP (Transportation Alternatives Program) funding and hopes TAP funding will be in place within two to three years so construction can follow.
Council members asked and Paul confirmed the trail will be on one side of the parkway — the south side inside the Mac Hatcher right-of-way — and will connect the church just west of Franklin Road to Hillsborough, tying into existing park and trail segments. Staff said right-of-way impacts for this gap are expected to be minimal.
A motion to approve the agreement with TDOT was made and seconded and passed 4-0. Staff will continue NEPA work and right-of-way coordination while seeking TAP funding for construction.
