The Franklin City Council unanimously approved a contract with CSX Transportation that clears a major procedural hurdle for the Lewisburg Pike sidewalk project and allows the project to be advertised for bids.
Paul, a city staff member, said the agreement covers CSX’s preliminary engineering costs, flagging operations during construction and construction engineering inspection that CSX will perform while the city moves forward with the project. The work completes the sidewalk gap from Collins Farm to north of Stewart Street; staff reported that all necessary right-of-way has been acquired.
Council members asked whether the project will require full closure of Lewisburg Pike. Paul said the work will be done in two phases: phase one (north of Stewart) allows traffic detours down Stewart; the CSX crossing portion requires jacking and boring multiple utilities under the railroad tracks and will necessitate a full closure for that segment while crews upsize water and gas lines and relocate some overhead electric. Staff said overhead electric is already being relocated as part of the project.
A motion to approve the CSX agreement was made and seconded and the council recorded a 4-0 vote in favor. No separate dollar amount for the CSX agreement was provided in the meeting transcript.
