Morganton joins Valdese and Drexel in pursuing state funding for regional water interconnect study and possible construction

The Morganton City Council on Sept. 8 voted to authorize an application for additional state grant funding and to formally declare a partnership with the towns of Valdese and Drexel to study, design and potentially construct an interconnection between the three water systems for emergency resilience.
City Manager Sally Sandy said the city previously approved applying to a state funding program with McGill Engineering and the partner towns to study and evaluate options for an interconnect that could provide emergency water deliveries. With competition for the state funds, McGill recommended applying for a second round of state reserve program money to ensure funding if the city does not receive principal‑forgiveness funds in the first round.
Sandy said the application McGill is preparing is due Sept. 30. Council adopted a resolution authorizing the application and later adopted a separate resolution formally declaring the cooperative partnership with Valdese and Drexel for the Morganton‑Valdese‑Drexel interconnect project.
The council action does not commit the city to construction; it authorizes staff to pursue grant funding and formalizes intergovernmental cooperation for the study and potential project development.
