Tuttle approves up-to-$154,480 contract with Verdunity for comprehensive plan update

City Manager Aaron told the council the proposal includes base services of about $128,500 and reimbursable expenses of roughly $6,000 included in that base. The contract allows optional add-ons: an extra public-engagement trip and an "enhanced land-use fiscal analysis" that would estimate revenue potential and infrastructure costs for different land uses. Aaron said city staff and the review committee selected Verdunity after a qualifications process that reviewed seven submittals.
"They start at the bones," Aaron said in explaining why the council chose Verdunity. "They look at our infrastructure first. They don't just take a map and say where do you want your commercial; they actually look at where we have infrastructure, where we have the support and the most cost effective place they'll tell you the most cost effective place to put things." He and others described the consultant's approach as heavy on infrastructure analysis and code review.
Council discussed public engagement and budgeting. Staff said the city budgeted $70,000 for the plan this year and that an additional $30,000 was available should the council choose the retail-enhancement option now. The contract's work plan covers about a 12-month process to produce a plan looking roughly 20 years into the future. Aaron said Verdunity will propose a public-engagement program at project kickoff and build an advisory team including council input.
What comes next: staff will finalize contract documents and proceed with the kickoff and public-engagement schedule. The council approved the agreement on a recorded vote.
