The City of La Porte Redevelopment Commission on Aug. 27 approved the commission’s 2026 tax-increment finance (TIF) budgets and spending plan, authorized an economic development agreement with Beachwood Lakes LLC and approved three separate contract amendments related to the PinFusion and Newport Landing projects. The commission also adopted Resolution 2-2025 to appropriate $1,000,000 from TIF 3 for a parking-lot-related capital project.
The actions were unanimous among the three commissioners present — Brian Challick, Damon Gassaway and Betsy Parkinson — and were taken after presentations from redevelopment staff and the La Porte Economic Advancement Partnership.
The meeting opened with a public-comment update about infrastructure in Newport Landing. Bert Cook, executive director of the La Porte Economic Advancement Partnership, said short-term repairs performed by the street department included “30 new brick” and that some concrete pours were planned next week to stabilize failing pavement; Cook said longer-term stormwater and infrastructure fixes will be planned later.
Redevelopment staff presented the 2026 TIF budgets and a separate TIF spending plan. Staff said TIF 1 showed no material changes from last year except reduced infrastructure spending tied to an expected revenue decrease related to a hospital property receiving an unspecified tax treatment for a period (staff described this as a revenue reduction that will likely last until 2031). TIF 2 reflected an increase of roughly $500,000 tied to anticipated loan or bond payments for 39 North infrastructure improvements beginning in the second half of next year.
