Durham County commissioners unanimously approve renaming administrative building for Bill Bell

The Durham County Board of Commissioners voted unanimously 5-0 to name County Administrative facilities in honor of William "Bill" Bell during a public hearing at the board's regular meeting. The action followed a recommendation from county staff and remarks from the applicant, Bell's daughter.

County staff member Shannon Trapp said the naming request, submitted originally in October 2023 and revised in August 2024, proposes recognition for Bell's long public service. Dr. Kristen Beladair, the applicant and daughter of Bell, told the board, "I just appreciate you all taking the time to consider naming a building after my father, as that was the original intent behind my application. And I feel that he has done a lot for this community." No members of the public signed up to speak for the hearing.

The naming motion was made by Commissioner Burton and seconded by Commissioner Valentine. The board voted 5-0 in favor of the recommendation; the clerk recorded the vote as "motion carries 5 to 0."

Trapp explained to the board that the revised application sought to name the William V. "Bill" Bell lobby described in staff materials as located on the second floor between the innovation lab and the clerk's office. Later in the public hearing staff and the board referred to naming the County Administrative 2 building. The record contains both references (Admin 1 lobby and Admin 2 building); county staff indicated this public hearing was the formal step in the naming policy process and that staff would carry out implementation steps following the vote.

Commissioners gave brief remarks about Bell's service. Commissioner Burton said, "Durham would not be Durham if it wasn't for the leadership of Bill Bell." Vice Chair Dr. Lee framed the vote as a local moment of recognition: "This was our opportunity to give flowers to a person who shaped our city and our county." Commissioner Jacobs recalled Bell's advice to new public officials: "You take a vote and then you move on to the next thing." The board thanked Bell's family for attending; Dr. Beladair acknowledged her mother in the chamber.

County staff noted the application history and the county's naming policy during the presentation. The board did not receive opposing public testimony during the hearing. Shannon Trapp and county staff said they would notify the Bell family about next steps for formalizing the name and for an unveiling event.

The action completes the naming request process presented to the board; staff will handle final signage and scheduling for the public unveiling.
