Goldsboro approves application for water system master-plan grant (AIA) to assess capacity and infrastructure

The Goldsboro City Council on Sept. 8, 2025, unanimously approved a resolution to submit an application for an Asset Inventory Assessment (AIA) grant to complete a water system master plan.
Public Utilities Director Bert Shermer told council the AIA would replicate the approach taken previously for sewer system planning: a technical inventory of distribution lines, plant infrastructure and deferred maintenance to identify repair needs and inform long-term capital planning. Staff said the study is intended to underpin grant applications and capital projects by documenting asset condition and future capacity requirements.
Council asked whether the grant requires a local match; Shermer and staff said the application would not impose a local match if awarded. Council voted to authorize submission of the fall 2025 AIA application; the vote was unanimous.
Staff said if the grant is awarded they will return with budget adjustments and a scope of work for the planning study.
