Councilmember Gibson told colleagues she discovered constituent emails and a message from an RRHA commissioner in her junk mail folder and raised concerns that important correspondence — including FOIA‑related material — may be lost if junk mail is deleted automatically.
Gibson said she has found constituent messages and a commissioner’s e‑mail in the junk folder and asked whether the council could examine the process for email delivery and retention. "Right now, I'm looking at my junk folder, and there's actually an email from the RRHA commissioner in my junk folder," she said.
Madam President asked Mr. Todd (member of the administration/IT staff present) to review the issue and to bring findings back to the council. The clerk confirmed there were no other service‑delivery items on the informal docket; the president asked staff to put the email‑delivery issue on the service‑delivery agenda so IT and legal could advise on retention, FOIA implications, and corrective steps.
Councilmembers noted that junk folders are periodically emptied and that lost messages could affect responsiveness and public‑record obligations. Staff agreed to investigate and report back.
