The task force said it plans to present a full plan to the EDTA in October 2025 and then bring the business plan to the city council in November or December. The group intends to form a 6–8 person steering committee to lead fundraising and to produce a prospectus for potential donors and grantors.
Task-force leaders emphasized they sought thorough work rather than a rushed proposal; they have consulted comparable facilities and fundraising professionals to shape their plan. No formal funding commitment from the EDTA or city council was requested at this briefing.
