Lodging tax panel holds work session without quorum; formal votes deferred to November

The San Miguel County Lodging Tax Panel met on Oct. 1 for a scheduled meeting but lacked a quorum and proceeded as a work session, panel members said.

Panel members agreed they could not take official actions without the required number of members present and decided to treat the Oct. 1 gathering as an informational work session. Documents and reports shared during the meeting will be attached to the panelagenda for the November meeting, when members said they will vote on any items that require formal approval.

John Duncan, who agreed to chair the meeting after a last-minute absence by the usual chair, noted the requirement that a quorum be present to make official decisions. Panel members discussed rescheduling and agreed that items that need votes could be moved to November or December. "We would just attach whatever documents they may share today. We'll attach those to the November meeting, and we'll vote to officially accept those at that point," a panel member said during the session.

Panel staff clarified membership eligibility rules for the lodging tax panel. A staff presenter summarized a state statute requiring a minimum of three members from the tourism industry in the jurisdiction where lodging tax funds are collected, and cautioned that boards that include a large number of non-tourism members may face pushback from tourism businesses. The same presenter also described state legislation passed last year that allows communities to take measures to expand lodging-tax uses to additional purposes if approved by voters; the panel said San Miguel County's commissioners had decided not to pursue a ballot measure at this time.

Because the Oct. 1 meeting lacked a quorum the group did not approve minutes from June 16 or take any spending or funding votes. Panel staff said they had texted an absent member who had been called away to work; that member sent regrets, and staff said they would notify that member of the November schedule. The panel set a tentative follow-up meeting for Nov. 17 at 1 p.m., pending member availability.

Lodging-tax recipients and county staff still presented updates at the work session. Presenters shared lodging-revenue trends for the second quarter and updates from local organizations; those materials will be considered for formal action when the panel reconvenes with a quorum.

Panel members asked staff to record this Oct. 1 meeting as a work session in the minutes and to highlight the materials presented so they can be formally accepted when the panel meets with a quorum.

Looking ahead, the panel scheduled a tentative meeting for Nov. 17 at 1 p.m. and asked staff to circulate a firm date if there are significant conflicts.
