County to fund behavioral health needs assessment with federal opioid-settlement and county funds

Forsyth County Behavioral Health Services staff briefed commissioners Sept. 8 on plans to hire a consultant to conduct a comprehensive behavioral health needs assessment and gap analysis covering substance use, mental health and intellectual/developmental disability services.
Annie Vasquez said the county set aside $50,000 from opioid settlement funds on May 8 and added $75,000 from behavioral health services to create a total available budget for the assessment. The county issued an RFP through City-County Purchasing from July 1 to July 31 and received five bids; Vasquez said the ceiling was $75,000 and that one proposal failed to meet qualifications. The Human Services Research Institute won the procurement at a bid of $74,900.
The assessment will inventory behavioral health services, identify gaps and produce recommendations to guide county investments and programming. Commissioners had no substantive objections in the briefing and were prepared to consider the contract on the Sept. 11 agenda.
Ending: The county expects the needs assessment to inform future spending and programming for substance use and behavioral health services; contract award documentation will be presented for formal approval.
