Worth County supervisors hear updates on paving, culverts and ditch bids; county declines BIP bridge grant application

Worth County staff told the Board of Supervisors on Monday that paving and traffic striping work is nearly finished, Raven Twin culverts are expected to be installed by the end of the week, and several culvert and ditch repairs remain on the fall work list.
The county also said it will not pursue a Bridge Investment Program (BIP) grant this round. Staff said the application window and consultant availability, combined with the county’s recent grant awards, made the effort unlikely to succeed. Instead, staff said the county will consider including the same bridges in the next round of the CHBP program if that opportunity opens.
Staff described two bids submitted for a large ditch/cleanout project. One contractor quoted roughly $26,000 for the first section; a larger, more complete option to go “all the way across” was quoted at about $50,000 extra. Staff also said a separate bid of approximately $49,000 would cover work in the area “where it drops in,” near Abrams, but cautioned that partial work upstream or downstream could allow the ditch to fill again without addressing the beaver dam and silt downstream.
An engineering report from about three years earlier was cited in the discussion; staff said the county has a 10-year report on file and that some tree removal and beaver mitigation will be necessary before full repairs provide durable results. Staff estimated a per-foot cost of roughly $3 for some clearing work referenced by contractors.
Other public-works notes included: traffic painting for the year is complete; rock-hauling (“rock run”) appears finished; and a contractor (Crowd Scouts) will return this week to inspect a complicated box culvert and a few pipe repairs.
Supervisors asked staff to continue seeking additional bids, meet with landowners where needed, and clarify engineer recommendations before awarding contracts. Staff said they will wait to see if a second contractor submits bids before deciding whether to accept one of the two current proposals.
The board did not take a final contract award at the meeting and directed staff to pursue additional contractor responses and clarifications from engineering on scope and sequencing.
Ending: The board scheduled its next regular meeting for Oct. 13; staff will return with any additional bids and updated engineer recommendations for the ditch and culvert work.
