Drainage trustees approve soliciting contractor quotes for repairs to Drainage District 62

The Wright County Board of Supervisors, sitting as trustees for county drainage districts, held a public hearing on repairs needed in Drainage District 62 and unanimously approved a motion to prepare and issue a quote package to solicit local contractor estimates.

Courtney Morris, drainage administrator, and an engineer identified in the record as Lee (engineer) reviewed drone footage and a field inspection that identified roughly a dozen damaged or broken tile outlets, about half a dozen locations needing surface drains with anti-sieve collars, approximately 40 spots of bank erosion of varying size, five river-debris locations near the outlet and an old bridge structure recommended for removal. The engineer explained that unaddressed tile outlet damage and continued bank erosion will worsen and that soil loss downstream can follow if repairs are delayed.

Trustees heard questions about cost thresholds that trigger public hearing and engineer-report requirements under drainage code. The discussion characterized the project as in a middle cost range: high enough to require notices to landowners but not necessarily to require a full formal engineer’s report unless cost estimates exceed the statutory threshold for an engineer report or for formal public bid letting. Trustees discussed procurement options including getting multiple local quotes versus formal public bidding; they noted competitive-quote thresholds (the meeting record referenced a $153,000 quote threshold and $206,000 public bid threshold in county practice).

Supervisor Rick Rasmussen moved that county staff produce a draft quote template and send it to local contractors for estimates, with a view toward issuing work this fall if possible; the motion was seconded and passed unanimously. Trustees asked that the quote materials include the drone footage, photos and an itemized list of observed problem locations and that bidders be told additional issues could arise in the field and be handled via change orders.

Morris said the district has about 24 landowners on the notice list; trustees discussed assessment classification (based on 40-acre parcels) and payment options for landowners if large assessments are necessary, noting the code allows spreading assessments over multiple years (10, 15 or 20 years were discussed). Trustees expressed concern for the financial condition of some local producers and emphasized allowing assessment repayment options. The trustees did not award contracts at the hearing; they directed staff to prepare solicitation materials and return with quotes for a future decision.

The board also received and discussed several drainage invoices and a single work order; trustees deferred final invoice approvals noted in the drainage minutes to routine processing.
