Board handbook revised draft to clarify meeting structure and public-comment process; final vote set for Sept. 25

Deputy Chief of Staff Tom Lottman briefed the board Sept. 4 on a draft update to the Board of Education handbook, with the goal of aligning governance practices and clarifying procedures for the board, staff and public.
Lottman said the handbook—last comprehensively updated in February 2021—was reorganized and expanded to reflect current practices and to make the document more useful for onboarding new members and for the public. Proposed changes highlighted at the work session include clearer descriptions of the board's business-meeting and work-session roles, refinements to the public-comment process intended to make participation more accessible, updated committee descriptions and annual timelines for recurring board responsibilities.
Next steps: Staff will finalize content and design elements with the communications team, prepare public messaging focused on substantive changes (with emphasis on the public-comment process), and bring the updated handbook to the board for action on Sept. 25. The district said it will post the finalized handbook on the board website and make printed pocket copies available to members.
No substantive policy changes were adopted at the Sept. 4 work session; the item was an informational briefing and will be finalized for a future business meeting vote.
