The Colonial School District HR committee reviewed draft board policy 330, a new overtime policy, and set a first reading for Sept. 18, 2025, and a second reading with potential adoption on Oct. 16, 2025.
HR staff member Miss O'Reilly told the committee that Policy 330 concerns overtime and is categorized as a legal-liability policy. "This policy references federal and state law and that in accordance with federal law exceeding 40 hours of employment work time, employees are entitled to overtime," O'Reilly said.
Committee members and staff said the district typically compensates overtime at time-and-a-half. O'Reilly noted the policy text addresses weekend work: "times worked on Saturday and or Sunday shall be compensated at that minimum of a time and a half for regular hours or daily pay, irrespective of hours worked that week or in accordance with our appropriate collective bargaining agreements." She also pointed out that specific collective bargaining agreements include higher pay provisions: the Teamsters and the food services contracts provide double time for Sunday work.
A board member stressed that any board policy must be consistent with existing collective bargaining agreements; another committee member said the committee will check policy language to ensure contractual provisions "supersede the policy." No formal votes were recorded at the meeting; the committee established the reading schedule and directed staff to confirm contract language and statutory references before the first reading.
The HR segment also included brief announcements about employee events. O'Reilly said the district will host a retirement seminar on Oct. 9 from 4:30 p.m. to 5:30 p.m. at Conshohocken Elementary School, presented by Dynasty Advisors, and plans to send staff to a "Black Men in Education" convening at the Lowe's Hotel in Philadelphia in November; the district invited 10 staff (six had confirmed at the time of the meeting) and plans to invite two to three students.
The committee will return to Policy 330 at the scheduled readings with policy language revised as needed to reflect state and federal law and the district's collective bargaining agreements.
