Board approves special-use permit for Incline Village nursery school

The Washoe County Board of Adjustment unanimously approved a special use permit Sept. 4 to allow Incline Village Nursery School to operate a preschool for up to 15 children, ages 3 to 5, Monday through Friday from 8:45 a.m. to 1:45 p.m., with closure during the summer months.
Planner Julie Olander told the board the proposal (WSUP25-0015) involves a 1,143-square-foot suite in an office complex off Tahoe Boulevard with a fenced playground area, three designated employee parking spaces provided in the lease and additional parking for drop-off. "Staff is able to make all the required findings as shown in the staff report and recommend approval," Olander said.
Applicant representative Nicole Sterling said the site includes a drop-off area she described as an alleyway behind the building that allows parents to pull up to a back door leading into the suite. "We have the...drop off zone that goes behind the building. We're calling it an alleyway for all intents and purposes," Sterling said. She said the state licensor and the facility’s licensing process are aware of the drop-off arrangement.
The board asked about parking and potential impacts to neighboring businesses. Member Leo Harishini said a site visit during the middle of a weekday showed ample open parking spaces and that the site previously housed a nursery-school use. Julie Olander and the applicant confirmed a neighborhood meeting had been held and documented on the county’s neighborhood meeting hub; one attendee, Linda Ofterdahl, registered support during the meeting.
Kathy Julian moved to approve the special use permit with conditions as recommended by staff; Leo Harishini seconded. The motion passed by unanimous voice vote.
The permit allows the preschool to relocate from Saint Patrick's Episcopal Church (whose lease had ended) to the Incline Village site under the county conditions listed in the approval. The applicant said playground equipment from the previous site will be reused at the new location.
