Douglas County approves $4.32 million contract to replace Mountain View water tank

Rick Robillard, deputy director of Public Works, described the project as a replacement of an aging bolted‑steel tank on Hot Springs Mountain at the end of Vicki Road. Robillard said rehabilitation of the existing tank would be difficult because taking storage offline would reduce fire‑flow capacity. The county’s engineering recommendation calls for constructing a new tank, placing it into service, demolishing the existing tank and building a second tank to provide long‑term redundancy and permit future maintenance without compromising fire protection.
The apparent low, responsive bidder was Resource Development Company (RDC). Commissioner Gardner moved to approve the contract, Commissioner Tolbert seconded, and the motion carried unanimously. The board also authorized the county manager or public works director to execute the contract and to approve change orders up to 5% of the original contract price. Resolution 2025 R‑081 to augment project 23W‑01 was approved to transfer $685,000 from capital reserves into the project’s capital outlay budget.
Bob Lucey, former Washoe County commissioner and a representative for RDC who attended the meeting, thanked the board and emphasized the value of local contractors for regional infrastructure projects. Commissioner Tolbert confirmed on the record that the lump‑sum contract line item covers the full scope as proposed — including two tanks — and Robillard confirmed the bid was a single lump sum encompassing both tanks.
The board directed Public Works to move forward with contract execution and noted the department will manage construction oversight and change‑order approvals within the authorized 5% contingency. Public Works was listed as the implementing department; the county manager retains signature authority per the authorization approved by the board.
