Torrington promotes Jared Hall to fire marshal, names John Ryan deputy fire marshal

The Torrington Board of Public Safety voted unanimously on Sept. 3 to promote Deputy Fire Marshal Jared Hall to fire marshal and to promote Firefighter John Russell Ryan to deputy fire marshal, both promotions effective Sept. 7, 2025.
The board discussed the personnel matters in an executive session conducted pursuant to Connecticut General Statutes section 1-200, subsection 6(a), which authorizes closed deliberations on personnel. The mayor and commissioners returned to open session before the promotions were moved and seconded on the record; the chair called the voice votes and announced “motion carries” for both promotions.
The board did not record a roll-call vote in the open session transcript. The motion to promote Jared Hall was seconded and then approved by voice vote. The later motion to promote John Russell Ryan was likewise seconded and approved by voice vote. The board administered oaths of office following the approvals.
Mayor Eleanor Carbone and department leaders congratulated the newly promoted officials during the meeting.
The board’s action follows the executive-session personnel review and becomes effective Sept. 7, 2025, per the motions approved at the Sept. 3 meeting.
