Oxnard staff recommends $2.59 million contract for Mandalay Bay West Hemlock seawall repairs

The work is described as a pilot rehabilitation of a seawall segment that was constructed beginning in 1969 through the early 1970s; staff said some sections have deteriorated because of age, materials and environmental exposure. The pilot scope includes concrete demolition, pilaster jack installation, new weep-hole installation, seawall panel repairs and dock tie-in removal and reinstallation as needed. Staff said the pilot is intended to test repair methods and address technical challenges before wider implementation.
Procurement documents posted June 26, 2025, produced two responsive bids opened Aug. 6, 2025. Joke Heavy Construction Inc submitted the lowest responsive bid at $2,210,910; Cushman Construct Contracting Corporation submitted $2,408,200. Procurement staff reviewed Joke Heavy Construction Inc's documents and recommended the contractor is capable of completing the work. The contract is listed as agreement 32600126 and the project as C1901; the specification number shown in the materials is PW24Tack129.
Staff said the work is tentatively scheduled to begin in fall 2025 and continue into spring 2026, spanning 120 working days, absent supply-chain delays, unforeseen site conditions or weather. Staff also said it will coordinate the schedule and project notices with the homeowners association (HOA) and directly affected residents and that staff holds a monthly seawalls meeting with the HOA.
On financing, staff said the original project allocation for the West Hemlock Street repairs was $2,500,000 and that $2,189,202 remained available from prior project charges including permitting and design. With the recommended contingency and EISPM costs, staff reported a shortfall of approximately $397,563. Staff recommended covering that gap by shifting funds from the Mandalay Bay seawall footing work, which had an original allocation of $1,500,000, noting that the footing project is being delivered in stages and that shifting funds now would limit delays that could occur if the city had to re-permit.
