Missouri Valley Complex Committee to form subcommittee, plan annual activities report

The Missouri Valley Complex Committee agreed to form a small subcommittee to review the committee’s form, function, membership and staff support and to prepare recommendations for the full committee and the Burleigh County Commission.
Committee leaders said the group must clarify protocols for vetting user requests, membership classifications and staff responsibilities before the committee’s first full year completes. The chair proposed that recommendations from the subcommittee be ready for the committee’s October meeting so they can be forwarded to the county commission before December reappointments and membership adjustments.
The committee also discussed developing an annual activities and program report to document events, attendance and economic impact at the complex. Members said the complex hosts many events — rodeos, motocross, exhibitions and other uses — and noted a longstanding lack of consolidated data on overnighting, participant counts and facility usage. The chair said she will compile an initial draft and asked user groups to provide attendance and event data so the committee can present a summary to the county commission later in the year.
Vice chair Alan agreed to lead a small subcommittee with two other volunteers to draft procedural recommendations and a proposed timeline for review. Committee members said the subcommittee should identify what staff support is required and produce recommended changes in time for commission consideration prior to membership changes at the end of the year.
Committee members also flagged operational items for the report, including penning and arena preparation needs, water and dust-control equipment, and safety concerns such as coyote presence when overnighting animals.
The committee set an internal target of presenting subcommittee recommendations at the October meeting and asked staff to help schedule the subcommittee and collect event data for the activities report.
