Court delays changes to economic enhancement ordinance, plans early budget briefings

Gilliam County commissioners agreed not to amend the county’s economic enhancement ordinance immediately and instead asked staff to schedule budget committee briefings early in the next budget cycle to further study options for supporting the county’s early learning sustainability line item and other priorities.

The court discussed multiple scenarios prepared by the county finance director for amending the ordinance, which governs the allocation of payments in lieu and strategic investment plan (SIP) related revenues. Commissioners expressed concern about moving forward now given uncertainties tied to centrally assessed utility valuations and federal funding risks.

“I’m not ready for the change in it,” one commissioner said, recommending the court preserve current grant cycles for two remaining years and revisit the policy during the next budget cycle. Finance staff said continuing conversations without losing momentum was important and recommended county briefings and community outreach before any public hearing.
