Englewood project team to pilot quarterly supplier reviews as bond work progresses

Gina O'Bering, project manager for the Renew and Recreate Parks and Rec Bond, briefed the oversight committee on the program's finances and introduced a new quarterly business-review (QBR) process for suppliers.

O'Bering said that, because the program is still in the design phase, current spending is concentrated on design services and looks similar to the previous month. She told the committee that larger construction spending is expected in years two and three of the program.

In partnership with the procurement and contracts department, staff will begin a quarterly business-review program on Sept. 2; for the first period, staff will evaluate only September rather than the full July–September quarter, then move to standard quarterly cycles. The QBR will evaluate contract compliance, supplier performance and supplier risk management against predefined criteria. Staff said landscape and architect suppliers have already been informed of the process.

Kevin Immelt, director of finance, and Tracy Matlock, accounting supervisor, were present for the financial update; staff said they will coordinate with public-works estimates and recent bid documents to check construction and earthwork cost assumptions for forthcoming projects such as Bellevue. The committee heard that staff plan to use QBR findings to objectively evaluate supplier performance, address contractor issues early and promote collaboration through the contracting period.

Staff listed next steps: conduct a second round of community engagement events, prepare materials for council presentations (with Bellevue scheduled for Sept. 15 and other contract approvals expected in early October) and hold the next oversight committee meeting on Sept. 25 at 2 p.m.
