The Town of Lakeville Regional Finance Subcommittee on Dec. 6 reviewed the certified E&D balance, FY19 assessment variances and the district’s FY20 budget timeline, and discussed how state aid and one-time receipts affect member-town assessments.
District staff reported that E&D (excess and deficiency) for FY18 has been certified and that $218,000 will roll forward into FY19. Members reviewed line-item variances and a working assessment spreadsheet that shows how the FY19 assessment would have differed if certain revenues had been known earlier. Committee members noted an increase in assessments compared with FY18 and discussed how transportation reimbursements, Chapter 70 state aid and miscellaneous revenue changes affect each town’s share.
During detailed review, members asked for clarity on how the assessment numbers were calculated and how the variances tied to specific budget components such as transportation and school choice. Staff explained that line‑by‑line re‑runs show the allocation of increases (for example, transportation and Chapter 70 changes) and that the assessment figures on the working spreadsheet re-cast the assessment as if updated revenue components had been known at the time of prior calculations.
The committee discussed the superintendent’s FY20 budget timeline: staff said the superintendent’s budget would be presented in early February, delayed several weeks compared with prior years so that updated state and assessment figures could be included. Committee members asked for parameters from the full school committee to guide the superintendent’s budget development; staff requested clear guidance on desired budget assumptions so they could minimize the gap between the district request and town expectations.
Members also discussed salary and benefits drivers. Staff said contract and wage increases under consideration were roughly 2 to 2.5 percent for cost-of-living adjustments plus step movement on salary schedules; health insurance projections were still being refined and could materially affect budget totals. Committee members asked staff to provide the dollar impact of salary/benefit assumptions for the next meeting.
Members agreed the working assessment and variance documents were useful for transparency. Staff said they will continue to update the figures as December closes and additional state or local revenue information becomes final, and will provide six months of fiscal data after the December close to better inform mid-year projections and the FY20 budget process.
