Broward School Board adopts five-year District Educational Facilities Plan with amendments

The School Board of Broward County on a unanimous vote adopted the five-year District Educational Facilities Plan (DEFP) covering July 1, 2025, through June 30, 2030, after staff presentations, public comment and multiple board amendments.
Board Chair (name not specified) opened the special meeting saying the purpose was to consider and adopt the DEFP. Dr. Hepburn, superintendent, presented the plan and said, "I'm pleased to submit this district educational facilities plan for the school board's consideration and adoption." Omar Shim, director of capital budget, reviewed revenue and appropriation assumptions, noting the capital millage and state pass-throughs that fund much of the program.
The plan as presented and amended preserves previously approved commitments (video surveillance, intercoms, athletics and transportation), adds funding for specific capital projects and keeps a five-year unallocated reserve. Shim told the board that the major local funding source continues to be the 1.5 local capital millage, described in the presentation as "a property tax of $150 per $100,000 of taxable home value." The presentation listed a multi-year unallocated funding total of about $211,400,000 and a first-year unallocated reserve of $51,800,000, before the board-level changes made during the meeting.
New funding items described in the presentation included a $16.1 million replacement project for Mary Bethune Elementary; $15 million for districtwide roofing; $25 million for PMO (project management) costs; $1 million for a fire alarm upgrade at Northeast High School; districtwide beautification and HVAC funding; $5.8 million for environmental health and safety projects; and line items for music instruments, IT/E-rate, demolition of portables, and vape detection systems. The presentation listed a $300,000 line for replacing unsafe bus-lift equipment and $600,000 for athletic scoreboards.
During the meeting the board adopted several targeted changes to how DEFP funds will be used. The board voted to add $1.7 million for Sunrise Middle School (fiscal year 2026) to be reflected in an upcoming amendment; it approved directing $5.9 million previously associated with a Broad Estates allocation to projects in the Broad Estates ecosystem (MLK, Plantation Elementary and Broad Estates Early Learning Center) but then asked staff to prioritize final scopes so the aggregate does not exceed $5.9 million; and it approved a $500,000 increase to the districtwide flooring/replacement funding to address urgent school flooring needs in the 2025-26 year.
The board concluded by adopting the DEFP as amended. The motion to adopt carried unanimously with eight members voting in favor and one member noted absent in the transcript.
