Jacksonville land-use meeting corrects council-district typo, defers multiple items

Jacksonville — At a Sept. 3 meeting of the Jacksonville City Council Land Use and Zoning Committee, members and staff set the status for numerous zoning and land-use agenda items and recorded a clerical correction to a bill that changes the council district listing from District 9 to District 5.

The committee’s chair and staff reviewed the agenda line by line and designated many items as "open continue" to Oct. 7 or deferred them to the next public-hearing cycle on Sept. 16. The chair also confirmed that one bill contained an incorrect council-district notation; staff said the amendment being drafted would correct the district on the bill’s later pages to match the district listed on page one.

Committee discussion during the agenda check focused on procedure and scheduling rather than on substantive changes to zoning policy. "If the desire of the board is to deny, you would open, you would move to amend to deny and then move the bill as amended," a city staff member said while outlining procedural options. The meeting chair asked whether any meetings had taken place with applicants since the previous meeting, saying, "I appreciate that. Do we know if there's been any meetings as of last meeting to now?"

Staff told the committee that a deferral request had come from an applicant so they could hold discussions with affected parties. Staff said it had contacted representatives in District 2 to notify them that the public hearing would proceed but that no action would be taken. The committee also scheduled agenda order changes: an item identified in the packet as 2025-464 (noted in the agenda as ex parte/open/close/move) was moved up on the running order and would be taken as the first item.

The meeting record lists several items as continued to Oct. 7 and several others deferred to the Sept. 16 public-hearing cycle; the transcript includes series of docket numbers the clerk read aloud and marked as deferred or continued. The committee did not record any formal votes or adopt policy changes during the portion of the meeting captured in the transcript.

The session concluded with staff indicating no further questions and the chair adjourning the meeting and noting the next assembly time. "I don't have any other people in the queue. So they say, this meeting is adjourned. We'll see everybody at 05:00," the chair said.
