Commission hears report of unpermitted foundation work at 2106 N. Talbot; case continued

Commission staff notified the Indianapolis Historic Preservation Commission that work had begun without an issued certificate of appropriateness at 2106 N. Talbot St. (Heron-Morton Place). Building permits were issued before final COA approval; staff identified the issue after a neighborhood inquiry, requested stop-work actions and asked the permitting office to pull the permits.
Morgan Marleyjo, architectural reviewer, reported that staff found a foundation had been excavated and footings poured before the COA was finalized. Staff placed the job on hold with the Department of Business and Neighborhood Services (BNS) and requested that permits be advanced only after IHPC review. Marleyjo said the applicant has since submitted revised plans addressing most comments, but several drawing and detailing items remained outstanding.
Applicant representative Josh Smith of RG Development said the team had revised plans to address four of five comments in the staff report, increased roof pitch to match the block, changed the front porch detail to a poured-concrete porch, and coordinated tree-planting with the neighborhood land-use committee. Morgan recommended a continuance to Oct. 1 so the applicant could complete outstanding plan clarifications and staff could complete its review.
Commissioners asked for clearer, readable elevations and consistent line work in the drawings; staff noted repeated production-quality issues in recent submissions and recommended the applicant review its drawing software and quality control before resubmitting. The commission approved a continuance to Oct. 1 to allow the applicant to return with corrected drawings and required details.
