City engineering: Camino Del Sola sewer and water work proceeding; contractor delays and unforeseen utilities cited

City engineer Juan Guerra and staff updated council on phase 2 of the Camino Del Sola sewer, water and street improvement project after the prime contractor did not attend. Guerra said the contractor was about two weeks behind schedule but would begin sewer main installation the next day. He reported the water main is installed but still requires chlorination, pressure testing and service connections.
Guerra identified two categories of unforeseen items: a missing stub valve that will require pipe and valve work to provide a future connection, and a request from the contractor to relocate some water meters and meter boxes behind the sidewalk. He said 18 water services need connection work and that he had requested quotes for the additional work. Guerra told council that some neighborhood streets would be replaced only in part because available WIFA and CDBG funding covers pipe replacement and trench work but not full-area repaving for every block.
Council members repeatedly asked for clearer schedules and for the city’s project manager to monitor the work closely. Guerra said public-works crews and the city’s on-site project manager will continue oversight and that where practical the city will perform selected follow-up work in-house to control costs. Council also directed staff to provide a complete, detailed progress report on both the Camino Del Sola project and the separate Palo Duro restaurant/pool work at a future meeting.
