Panama City Beach resident tells Bay County commission neighborhood flooding persists after recent rains

Anna Hart, a Panama City Beach resident, told the Bay County Board of County Commissioners during public comment that repeated flooding near her home at 322 Pine Tree Drive left water standing for 10 days after a period of rain and produced health and access concerns.
Hart said that her neighborhood, which includes 316 Pine Tree Drive (built in 1983), had not flooded in her 20 years living at the address until recent events. She described standing water, odor and insect larvae that made walking in the area hazardous for her 5-year-old son. Hart said development activity — specifically a newly finished elevated home on a lot behind her property near 328 Palm Beach Drive — has blocked the neighborhood’s natural drainage path and likely contributed to prolonged standing water.
Hart said she contacted county engineering staff, who suggested historical lot drawings and flood insurance as part of their response; she later heard county staff had "cleaned" drains but said her block has no drains or ditches and that the vacant lot and new house blocked what had been a natural drainage route. Hart asked whether pumps or other measures could be provided.
Commissioners and staff offered to speak with Hart after the meeting. County staff said they would follow up to review records and coordinate next steps with engineering and code-enforcement staff; Hart provided photos to the county for review.
