Bay County commissioners approved a deductive change order on the Frankfurt Avenue booster station project that staff estimates will produce approximately $275,000 in net savings to the county.
Staff said the contractor performed a value-engineering review allowed under the county’s request-for-proposals process and proposed an alternate design that reduces cost. Any implementation of the alternate design is contingent on the county design engineer’s approval.
Staff requested board permission both to accept the deductive change order and to authorize sharing any realized savings with the contractor if a sharing arrangement is pursued. Commissioners discussed the idea of formalizing a savings-sharing program in county purchasing policies; staff noted other agencies (FDOT and U.S. Army Corps of Engineers) use sharing ratios and said the county may propose a formal program later.
Several commissioners welcomed the savings, while one questioned why value-engineering opportunities were not caught during initial design and urged improved QA/QC of design work. The board approved the motion to accept the deductive change order contingent on engineer approval; recorded votes were affirmative from Commissioners Peace, Carroll, Crosby, Raffield and Chairman Moore.
Staff said the final savings amount will be determined at project completion and brought back if sharing with the contractor is pursued.
