Bay County approves loan option for Arden Blue senior housing impact fees, up to $60,000

The Bay County Board of County Commissioners voted to approve a loan of up to $60,000 to cover impact fees for the Arden Blue Senior Apartment Development, rather than waiving the fees.
County staff told the board the applicant initially requested an impact-fee waiver estimated at about $20,000 but had indicated a willingness to accept a loan arrangement. Staff recommended the loan approach because the county does not have authority to waive some other fees tied to utilities and building-permit reviews.
During discussion, commissioners pressed staff on which fees the county could waive and which required other jurisdictions’ approval. Commissioner Peace asked whether utility penalties or utility-related fees would be included; staff confirmed the county cannot waive those and that they would have to be addressed by the jurisdiction that controls the utility. Staff also clarified that other charges on the county’s books that are not impact fees would not automatically be waived.
A motion to approve the loan amount of up to $60,000 passed on a roll call with recorded affirmative votes from Commissioners Carroll, Peace, Crosby, Raffield and Chairman Moore.
The staff presentation said the loaned amount would still allow the applicant to receive credit in future grant applications under the program; staff also noted the final loan terms and exact dollar amount may be adjusted as the process continues.
The board approved the loan authorization and directed staff to finalize the required documents and any necessary contract language as approved by the county attorney.
