Council approves Phase 3 change order for Pickleball Plaza; contractors to deliver boulders and finish pathways

The Washington Terrace City Council voted to approve a change order for the Pickleball Plaza (Romer Park) phase 3 project during its Sept. 2 meeting.

Council members moved and seconded a motion to approve the change order as presented in the meeting packet; the motion carried by voice vote with no recorded opposition. Staff described the change order as covering park items the city will purchase and contractor work to finish pathways, rock features and planting.

Tom (staff) and project staff reviewed the budget components on the change order during the meeting. A staff member stated the figures included encumbrances for park items the city is buying (he referenced a figure phrased in the packet as “290,000, $5.21” during the discussion). Staff said the contractor will complete pathway rock work, irrigation and tree planting; Chris Wilkinson was identified as the contractor handling sprinkler work.

Council and staff discussed schedule details: rock delivery and placement had been planned for the week but was delayed to Thursday because of mine inspection requirements at the supplier. Staff said crews had “rock-shopped” earlier in the week to select boulders sized and configured for safety.

After questions about line-item math in the packet, councilmember discussion concluded with a motion to approve. The motion was made and seconded; council members voiced “aye” and no members recorded opposition.

Councilmember comments during the discussion included confirmation that the contractor pricing was competitive and that the change of scope was valid. Staff said some capacity would remain in the change order to buy additional park furnishings if needed.
