Agua Fria board approves intergovernmental agreement to support West Valley migrant students

The Agua Fria Union High School District Governing Board voted to approve an intergovernmental agreement (IGA) to participate in the West Valley Migrant Education Program Consortium for the 2025‑26 school year. The agreement formalizes Agua Fria's role in supporting a small number of migrant students from Tolleson Union High School by sharing student information and coordinating services.
District staff explained that Tolleson has a very small migrant student population (reported as about four to five students) and that Avondale will act as the fiscal agent for the consortium. The district will not receive a direct reimbursement, staff said, but will have access to consortium funds committed to serving migrant students. Migrant coordinator Melanie Collie (speaking on behalf of the district coordinator) explained the district’s role: to access student records and communicate with students and families to provide services and community resources.
A board member asked whether the IGA provides financial reimbursement to Agua Fria. Melanie Collie responded that Agua Fria will not be the fiscal agent and therefore will not receive a direct reimbursement; instead, Avondale handles the money and Agua Fria will have access to funds spent on the students.
The motion to approve the IGA passed on a roll call vote recorded in the transcript.
