Lake Jackson planning commissioners approve Plantation Village replat, Take 5 site and micro-hospital site plans

The City of Lake Jackson Planning Commission voted Sept. 3 to approve a replat and related site- and landscape-plan amendments for Plantation Village Subdivision Section 12, granted administrative site-plan approval for a Take 5 oil-change facility, and approved final site and landscape plans for a proposed micro-hospital at 216 Grapevine Turn.

The approvals came during a regular meeting at which staff said most plans were unchanged from versions presented the prior month and several applicants had added details in response to staff feedback. Eddie (planning staff) told the commission the replat and site plans had no substantive changes since the last meeting, noting the drainage district reviewed the replat at a recent meeting. "They still have the same alternate designation due to the landscape shortage for landscape area, which we discussed last month," Eddie said of the Plantation Village submissions. He added that the project was at "7 and a half percent versus the newer requirement of 12 and a half for landscape area coverage, but their tree count is now meeting the screening tree requirement."

Commissioners approved the final replat of Lot 1A, Block 1 of the replat of Plantation Village Subdivision Section 12 (filed Sept. 3, 2025) and then approved an alternate site-plan amendment and alternate landscape-plan amendment for the parent tract, Lot 1A (addressed as 125 West State Highway 332). The commission also approved an administrative site plan and accompanying landscape plan for the separated Lot 1C (Parcel 129 West State Highway 332) to accommodate a Take 5 oil-change facility; staff said the applicant listed queuing as a separate line item in the parking table and that the Take 5 plan exceeded landscape coverage requirements for the lot size.

On the micro-hospital item, an architect representing the applicant described the proposed facility as a smaller, expedited-care facility designed for less-acute treatment rather than major trauma or complex surgical cases. "They're for people with less acute needs, like a broken arm," said Chuck Webb, representing ICANNS of architects. Webb and other design-team members were present to answer commissioners' questions after staff said the applicant added a visible fire lane to the overall site plan since the previous submittal.

All motions on the agenda items carried with affirmative votes; the meeting record shows approvals but does not list individual roll-call vote tallies in the transcript. Commissioners asked several clarifying questions about parking, queuing lanes, tree species and locations, and irrigation on the hospital landscape plan; staff and the design team provided the requested details during the meeting.

Planning staff provided a regular updates section later in the meeting. Eddie reported the apartment complex behind Buckey had received a certificate of occupancy (CO) for Building 2 after the written update was prepared, and that the city was holding the remaining COs pending submission of a revised landscape plan. Staff also discussed traffic and stacking-lane issues at a nearby school and said the school district will return to the council with an update on the parent drop-off plan if problems persist.

The commission set the next meeting for Oct. 7, 2025.
