Commission approves rezoning for 15-acre site to accommodate skilled nursing center

The City of Anna Planning and Zoning Commission voted unanimously on Sept. 3, 2025, to rezone approximately 15.2 acres at the southeast corner of West Foster Crossing Road and South Powell Parkway to C-2 commercial, clearing the way for a planned skilled nursing facility and ancillary medical-office development.
Lauren Mecchi, planning manager, said about 14 of the acres are in the city’s extraterritorial jurisdiction (ETJ) with approximately one acre inside city limits; the developer requested rezoning of the entire parcel to C-2 and proposed to restrict certain uses on the site to encourage medical-office and related uses. The future land-use plan identifies the area as “employment mix,” which staff said aligns with the applicant’s proposal. Staff recommended approval as submitted.
Ashley Johnson, representing the applicant, said the team was available for questions but deferred technical answers to owner-operator Shane Lewis. Lewis described his company as an owner-operator of skilled nursing facilities with multiple local properties and said the proposed facility would focus on post-acute care and some long-term care, staffed with physicians, physician assistants, therapists and nurses. Lewis said the project team develops and operates similar facilities and that the proposed building would be anchored by the nursing center; remaining lots would likely be sold or developed later for compatible medical-office uses.
Commissioner Martin moved to approve the rezoning; Commissioner Stewart seconded. Roll call recorded unanimous approval. The commission’s action permits the applicant to pursue site plans and future development consistent with the C-2 designation and any use restrictions the developer opted to include in the plan.
