Commission approves Valvoline specific use permit for Rosemont Crossing site

The City of Anna Planning and Zoning Commission voted unanimously on Sept. 3, 2025, to approve a specific use permit for a Valvoline drive-through auto service at the southeast corner of Rosemont Crossing (Lot 2).
Lauren Mecchi, planning manager, said the site is zoned C-2, and Valvoline’s proposed drive-through auto repair and oil-change use fits the C-2 zone provided the SUP is approved. Staff recommended approval with the stipulation that the site develop in accordance with Exhibit B of the specific use permit.
Kelsey Kreher, the applicant’s representative, described Valvoline’s business model as a drive-through oil-change facility in which customers remain in vehicles and typical service time is about 15–20 minutes. Kreher said employee parking on site is separate from customer circulation and provided the commission with a site plan and concept building elevation.
Commissioner Martin moved to approve the SUP with the staff stipulation; Commissioner DeJarnett seconded. Roll call votes recorded yes from Commissioners Martin, DeJarnett, Volmer, Stewart and Ballmer; the motion passed unanimously.
The approval allows Valvoline to move forward with site plan submittal consistent with the approved SUP exhibit.
