Commission discusses lot split options after owner seeks to divide property for stepson

Property owner Gordon asked the Mona City Planning and Zoning Commission on Sept. 3 about dividing a remaining parcel at a site on the city’s north side to provide a lot for his stepson to pursue a building permit. Gordon said he and co-owners had divided a building 18 months earlier and now seek to split an additional 0.57-acre remnant.
Commissioners and staff discussed the city ordinance that limits subdivisions and noted a state law also affects redividing parcels. Laurie said the options are to file for a major subdivision, which requires additional studies such as a water analysis (though not a UDOT traffic study for this site), or to explore amending the previous subdivision application. Staff said the major subdivision option carries higher fees and additional studies; the amendment route would require attorney review of process and precedent.
Laurie said she would contact the city attorney (Nick) and return with guidance. Staff suggested that Gordon could pursue a major subdivision as a backup if amendment is not possible. No formal action was taken; staff will consult the attorney and advise the applicant on which filing route to pursue.
Commissioners emphasized the ordinance’s intent to prevent serial small subdivisions but recognized this request relates to a family housing need. The commission asked staff to research whether an amendment to the prior filing is feasible and to report back.
