Planning commission denies Bengal C-Store preliminary plat after applicant fails to secure water service

The City of Anna Planning and Zoning Commission voted unanimously on Sept. 3, 2025, to deny the preliminary plat for the proposed Bengal C-Store (Block 1, Lot 1), citing lack of an available water service commitment.
Lauren Mecchi, planning manager, told commissioners staff recommended denial because the applicant had been unable to obtain a will-serve letter for water from engineering and the plat itself stated there would be no well on the property. After staff confirmed no applicant representation was present, Commissioner Martin moved to deny the plat, saying, “My biggest concern is if they can't get water, how do they plan on opening a business on their property? So without water, I would motion for denial.” Commissioner Ballmer seconded the motion.
During roll call the commission clarified that a vote of “yes” was in the affirmative on the motion to deny. Commissioners Martin, DeJarnett, Volmer, Stewart and Ballmer all recorded “yes.” The motion passed unanimously.
The denial leaves the Bengal C-Store developer to address water service and resubmit if they wish to pursue the plat in the future.
