Davis County Commission approves budget amendment, health contracts, tax adjustments and training agreements

Davis County Commissioners on Tuesday, Sept. 2, approved a slate of routine administrative items including a 2025 operating- and capital-budget amendment, two agreements with the Utah Department of Health and Human Services, several property-tax adjustments, sheriff training agreements and the cancellation of the Sept. 9 regular meeting.

The actions were taken during the commission's Sept. 2 session in Suite 303 at the Davis County Courthouse. Commissioners opened a public hearing on the budget amendment, heard no public comment, closed the hearing and approved the resolution.

Controller Scott Park told the commission that the budget changes "primarily" use some fund balance "to purchase some additional computer equipment, some fund balance for a real estate purchase, and then various transfers between departments." The commission approved the amendment after the hearing.

The commission approved two health-department items brought by Director Bridal Hatch: an amendment to a contract with the Utah Department of Health and Human Services for a disability-and-health program (a receivable of $10,500 covering 08/01/2025–07/31/2026) and an agreement to participate as a qualified provider in the “baby your baby” program (agreement period shown as 10/01/2025–09/30/2032). Both agreements were approved with a motion and an affirmative vote.

The sheriff's office presented two employee training agreements. The commission approved a training agreement for Tyler Moss for SFO/BCO certification payable $16,848 (starts on hire date; runs two years) and a similar training agreement for James Brandon Bold for SFO/BCO certification, also payable $16,848 and running two years from hire. The commission approved those agreements.

The commission also approved administrative items from the clerk's and commissioners' offices: cancellation of the regular meeting scheduled for Tuesday, Sept. 9, because commissioners will attend the UAC conference; and actions from a recent work session on property-tax adjustments under the county's statutory process. The property-tax decisions recorded by the commission included a denial of an application from LifeChoices (denial); an approval for property owners Lewis with a refund due to error of $10,208.78; and an approval for property owners Fisher with a penalty waived of $71.37. The commission approved those motions on the record.

Consent items 10–14 on the agenda were approved as a group.

The meeting moved into the board of equalization for routine tax-register items. Assessor/Presenter Salika La'ulu reported appeals and corrections: eight appeals totaling $4,705,334; 14 corrections totaling $20,930.16; and 13 assessor adjustments totaling $4,113,166. The board approved the property-tax register and the listed corrections and adjustments.

All recorded motions were approved unanimously on the dais with commissioners present voting "Aye." The meeting ended with a brief announcement: Commissioner Bob Stevenson invited the public to a town hall on Sept. 18 from 6 p.m. to 8 p.m. at the Historic Davis County Courthouse, 120 South Main.
