Interlaken council begins drafting disturbing-the-peace ordinance to address daytime noise

Councilmembers discussed drafting a local disturbing-the-peace ordinance aimed at filling enforcement gaps when the Wasatch County Sheriff's Office does not respond to daytime noise complaints.

Councilmember Greg (first name only in transcript) said Interlaken's geography amplifies sound and that recent disruptive behavior and loud daytime disturbances have prompted residents to request a locally enforceable ordinance. He said the sheriff typically responds to noise complaints at night between 11 p.m. and 7 a.m., leaving daytime incidents harder to address.

"We're drafting an ordinance based somewhat on Heber City's code, but we're going to tweak it so we can... have escalating fines and some teeth behind it," Greg said. He urged patience while the council works with the town attorney to ensure the draft is legally enforceable.

Councilmembers noted enforcement limitations and suggested focusing on provisions that fit Interlaken's character. One council member said the first two elements in the circulated draft seemed most relevant and that sections intended for dense, close-lot urban environments may be difficult to enforce in Interlaken.

Council members asked residents with suggestions to email the mayor and staff. The council discussed enforcement mechanics including notice and escalation, and said the municipal approach would need a town enforcement officer or similar process; the town attorney (who also represents Heber City) will review the draft. No ordinance was adopted at the meeting.
