TRC conditionally approves Landing at Santa Rosa subdivision; wetlands impacts limited

Walton County’s Technical Review Committee conditionally approved a major development order for the Landing at Santa Rosa, a proposed 33‑lot single‑family subdivision, while requiring that remaining floodplain, engineering and technical comments be addressed before the project advances to Planning Commission.

The application (MAJ25000048), submitted by Forstrom Engineering and Construction on behalf of the Landing at Santa Rosa, calls for 33 single‑family lots and supporting infrastructure on approximately 10 acres in a Low Density Residential zoning district. Applicant David Forstrom said the project was a redesign of a previously approved multi‑family plan and that most planning comments are minor. He said the team had resubmitted plans and addressed engineering comments, and that the change to a wet retention pond reduced the need for fill.

“There was a wetland impact of less than half an acre,” Forstrom said, adding that the wet pond provides a high level of water-quality treatment and that sewer and drainage profiles were adjusted to avoid conflicts between utilities.

Staff recommended conditional approval pending completion of floodplain and outstanding technical reviews. The committee voted to conditionally approve the project, with final approval dependent on the satisfactory resolution of all comments and receipt of outstanding reviews.
