The Newport News Planning Commission unanimously recommended that City Council adopt text amendments changing the review timelines for site-plan and subdivision submissions to 40 calendar days for a first submission and 30 calendar days for subsequent submissions.
Planner Charles presented the site regulations amendment (SR2025-0001), saying the change replaces prior language that specified review periods in working days (20 working days for first submittal and 15 for subsequent submittals) and that the revision clarifies the process for applicants and reflects General Assembly changes effective July 1, 2025. The commission's regulations committee reviewed and recommended the amendment on July 16, 2025.
Planner Planachiroz presented the subdivision-regulations amendment (SO2025-0001), which makes the same change for development plans and subdivision plats; staff said the previous code followed state timing that allowed 60 days and 45 days and that the code change aligns the city's timelines with the new state requirements.
Both measures passed the commission by unanimous votes (8-0) and will be forwarded to City Council for consideration on Sept. 23, 2025.
